Detail Description Of The Project
14.0 Information Is Related To The
Introduction Of The Project-
14.1 Description Of Circumstance With
Problems-
For the purpose of create regional hub in
the aviation sector and bridge in between eastern and western of Bangladesh
through Bangladesh Civil Aviation Authority (Bebichak) the development work to
make modern airports in the country respectively is going on. Cox's Bazaar
Airport is one of the main internal airport of Bangladesh and at present in
this airport daily 10 passenger carrier and 4 cargo air is landing on average.
To have evaluation of tourist industry of the country for having commute
benefits to the tourists with tourist city Cox's Bazaar and in between Dhaka
and main cities to establish communication facilities Honorable Prime Minister
of the Government of The People's Republic of Bangladesh as has promised as the
priority project for the purpose to develop international standard airport to
have commute of airlines to the Cox's Bazaar airport a project is in continued
which is in titled "Cox's Bazaar Airport Development Project (1st
Stage)". Under this project the existing runway capacity to be developed,
setting up airfield lighting system, fire fighting vehicle to be purchased,
communication machines such as ILS, VOR- BME etc to be set up including
accomplishment of related works and a fire fighting vehicle is getting
purchased. Under this airport related almost all of the activities are near to
be accomplished.
Last dated 06/05/2017 AD Honorable Prime
Minister of the Government of People's Republic of Bangladesh the up- down of
B-737-800 airlines in the airport has inaugurated. In the mentioned inauguration
program she has given oral instruction in the discussion to develop the length
of runway in 12000 feet for the operation international flights including making
sure full loaded expanded air commute in the air port. In addition, last dated
22/11/2016 AD in the prime minister office in presence of honorable prime
minister under the Bangladesh Civil Aviation Authority beside Cox's Bazaar
Airport Development Project (1st Stage) under implementation of Cox's Bazaar
airport runway expansion project (2nd Stage) and radar set up etc regarding the
project regarding the subject a brief discussion meeting was hold. In the
meeting honorable prime minister at the time of discussion on the expansion
work of Cox's Bazaar airport runway in the shown place of map to remove the mountain
land as shown she has given oral instruction to take necessary steps.
Beside the implementation of the project
titled "Cox's Bazaar Airport Development (1st Stage)" for the purpose
of for the purpose of operation international flights directly from Cox's
Bazaar airport by the expenditure of 275.00 crore taka in the own fund of CAAB
of the international passenger terminal with all of the benefits the
construction works of a terminal building is in continuous. Under this project
connecting taxiway, expanded aircraft parking facilities such as apron etc
construction including international flight operation for passenger handling
all of the facilities such as- boarding bridge, escalator, baggage handling
system, central air condition system, PA system, FIDS, baggage scanning machine
etc will be constructed as well.
As per above mentioned circumstance, for
the purpose to make sure up and down of national air in full loaded of big air
meaning B-777-300ER, B-747-400 in the runway of Cox's Bazaar airport to the
CAAB Maheshkhali channel in reclamation process to expand more 3000 feet runway
statistics, pavement, Airfield Lighting System, Geometric and structural and Morphological
studies, preservation wall design, for its drawing CAAB is appointed to the
Institute of Water Modeling, Dutch Hydraulic Institute and Royal Haskoning
Netherland. Their constructed summary of the detail statistics are attached
therefore.

Based on the document construction, drawing and detail design from
BRTC, BUET and IWM including foreign organization to the Maheshkhali channel
for expanding more 3000 feet runway CAAb has taken the above mentioned project.
Beside to expand the runway through dredging of coastal surface of Maheshjhali
channel to keep preserved the renewal by removing to the water resource
ministry air transportation and tour ministry in memorandum no-
30.018.07.00.007.2014(part-2)/10 on dated 02/01/2017 AD to the sea
transportation ministry in air transportation and tour ministry in memorandum
no- 30.018.014.05.00.005.2012(part)-04 on dated 03/01/2017 AD has been informed
(attachment no- J)
There is to be mentioned that, Under the project titled "Cox's
Bazaar Airport Development Project (1st Stage)" a fire fighting vehicle is
getting purchased and as per aero drum emergency plan of ICAO for the
development aero drum category in the discussed project more 2 (two) fire
fighting vehicles will be purchased (attachment no- L).
In that situation, to make sure the subject of full loaded expanded air
up and down in t runway of Cox's Bazaar airport including for the purpose to
develop 12000 feet long runway the features will be constructed under the above
mentioned project as mentioned in below-
A) Runway of airport will be increased from 9000 feet to 12000 feet.
B) Lighting system of precision approach cat- 1 will be constructed.
C) The big airs will be able to up and down in full loaded.
D) The passenger capacity of the airport will be increased.
E) The number of flight operation in the airport will be increased.
F) The capacity of international cargo transportation will be increased.
As per received statistics based on the estimated expenditure of
379271.10 lakhs taka by the complete government finance for implementation the
project titled "Cox's Bazaar Airport Runway Expansion (2nd Stage)"
for approval of the government in DPP last dated 30/08/2018 AD is sent to the
Administration Ministry. On the sent DPP last dated 10/09/2018 AD a meeting was
hold of the project verification committee presiding by the secretary in charge
of ministry (attachment no- P). The detail discussion was holding on the
proposed DPP in the meeting.
As per the decision of the above mentioned meeting based the
expenditure of total 379333.33 lakhs taka the re constructed DPP of the
mentioned project for the purpose of approval of the government is sent to the planning
commission.
On the sent DPP, regarding the mentioned project member of
infrastructure department of planning commission Mr Shudhir Kishor Chowdhury
was presided a project evaluation committee (PEC) last dated 25/10/2-18 AD. In
the mentioned meeting detail discussion on DPP was hold.
As per decision of the above mentioned meeting based on the expenditure
of of 370960.84 lakhs taka of the project titled "Cox's Bazaar Airport
Runway Expansion" of its re constructed DPP gas been prepared to get
approval of the government.
There is to be mentioned that, the project has been taken under the
national planning of the government (attachment no- Q).
14.2 Relation With Other Project/ Organization-
The above mentioned project is directly related with the project titled
"Cox's Bazaar Airport International Passenger Terminal Building
Construction" and "Cox's Airport Development (Stage- 1)".
14.3 Poverty Situation-
After the accomplishment of the above mentioned project the facilities
will be created to operate full loaded expanded international flights directly
from Cox's Bazaar. As a result from this airport beside general passenger
international tourist movement will increase. As a result beside the foreign investment
income in the tourist sector flow will increase which will increase GDP of the
country and will keep role to decrease the poverty indirectly.
15.0 Description Of The Project-
15.1 Purpose- Operating full loaded expanded directly from Cox's
Bazaar.
15.2 Results Of The Project- Operating international flights from Cox's
Bazaar and creating full loaded expanded airs operation benefits.
15.3 Output Of The Project-

The
PEC meeting was hold last dated 25/10/2018 AD on the project titled "Cox's
Bazaar Airport Runway Expansion (2nd Stage)" proposed by the Civil Aviation
And Tour Ministry presided by Mr Shibir Kishor Chowdhury, Member, Planning
Commission Infrastructure Department. The list of present officers in the meeting
is attached in the attachment no- 'A'.

Presentation-
The
president has started meeting by giving greetings to all who were presented.
and joint- secretary (Rail) was called for to provide presentation on the above
mentioned subject. Joint- secretary has informed to the meeting (Rail) on that,
for the purpose to develop international standard airport which is appropriate
for expanded aviation in Cox's Bazaar airport a project is in continuous titled
"Cox's Bazaar Airport Development Project (1st Stage)". Under the
project to develop the existing runway length from 6775 feet to 9000 feet and
width 120 feet to 200 feet, increasing capacity of runway, construction of
airfield lighting system, fire fighting and vehicle purchase, communication
machine such as ILS, Vdeo r- DME etc construction including other related works
have been accomplished. In the Cox's Bazaar airport runway full loaded expanded
air meaning V- 777- 3000 ER and B- 747-400 types of air of the purpose to have
up and down based possibility statistics the mentioned project was proposed for
expansion of more 3000 feet runway to Maheshkhali channel. The project is
completely by the finance of GOB in total expenditure of 3793.33 crore taka is proposed
to be implemented from January, 2019 AD to December, 2021.

Discussion-
3.1 Regarding
the logic to take the project as has wanted to know the representative of Civil
Aviation Authority (Bechik) has informed to the meeting on that, there have 8 airports
in Bangladesh (3 international + 5 domestic airports). Among them Cox's Bazaar
airport is one of the main domestic airport of the country. To construct the
airport international standard and more modern airport and for the purpose to
up and down of the expanded types of airs such as B- 777-300 and B-747-4000 the
present runway

For
the purpose to have expanded from 9000 feet to 12000 feet the above mentioned
project has been taken. In that case most of the part of the expanded share to
the ocean will be accomplished through filling up soil. He has presented detail
sketch map of the project in the meeting and the activities are discussed in
the meeting.
3.2
In the meeting as has wanted to know whether has accomplished any feasibility study
in the mentioned project the chief engineer of Bechik has informed that, in
supports of consultants of Netherlands IWM and BRTC, (BUET) the feasibility
study of the mentioned project and construction of detail design have been
constructed. As per the above mentioned design the detail activities of the
project have been included.
3.3 Chief
of the department has told on that, under the project the subject wise
qualification, experience and salary and allowance to have mentioned of the
consultants will have to be mentioned in complete ToR DPP. In the meeting on
the proposal, all have become agreed. The discussion was made in the meeting on
that, to specify the price of the soil, to make sure the implementation of the
project, a gang chart and the reasons to purchase fire lighting vehicles will
be needed to be mentioned in DPP. In addition, divide of expenditure of air
field ground lighting sectors (Runway, restriction wall and wall preservation
activities etc) and the picture of cross section infrastructure activities will
have to be mentioned in DPP regarding that all have become agreed in DPP.
3.4
The representative of IME has informed on that, mentioning the measurable
indicator of the project appropriate in Logframe DPP is needed to be mentioned.
In addition name of the project removing "second stage" from its part
only the title of the project "Cox's Bazaar Airport Runway Expansion"
is needed to be named. He has told more on that, as per ruling letter of the
development project specifying physical contingency and price contingency and specifying
steering committee and implementation committee is needed to be constructed.
The president has given instruction to comply the above mentioned consultants.
More has been told in the meeting on that, in equal previous any project
construction works as the mentioned project for the purpose to not have any
conflicts regarding that subject from the related ministry measurement of the
part of the project and expenditure is needed to be specified and with the 1st
level of the project as there has no any conflict regarding that a certificate
is needed to be attached with DPP.

Decisions-
After
the detail discussion to approve the project has been recommended as per
following the decisions as mentioned in below-
4.1
The title of the project will have to be specified "Cox's Bazaar Airport
Runway Expansion";
4.2
The consultants of the project of their subject wise qualification, experience,
salary and allowance with description in details will have be included in ToR
DPP;

4.3
The base of soil price of the project will have be mentioned in DPP;
4.4
Within the planned time to make sure the implementation of the project a gang
charts is attached in DPP;
4.5
In the Cox's Bazaar Airport Development Project (1st Stage) firing light
vehicles have been purchased so in the proposed project to keep in reservation
of these types of vehicles of its reasons will have to be mentioned in DPP;
4.6
The detail expenditure of Air Field Grand Lighting will have to be mentioned in
partition DPP;
4.7
Cros section images of infrastructure construction works will have to be
mentioned in DPP;
4.8
Appropriate Logframe including the description of Measurable Indicators will
have to be provided in DPP;
4.9
As for Physical and price contingency the total estimated expenditure of the
project will have to reserved of 1.5% and 4%.
4.10
As per ruling letter of the development project steering committee and
implementation committee will have to be constructed.
4.11
The measurement and expenditure based on the parts of the project are correct
and with the 1st stage of the project no conflicts are existed regarding that a
certificate will have to be attached in DPP;
4.12
Complying the above mentioned decisions the reconstruction of DPP will have to
be sent soon to the planning commission.

02. Discussion-
In the beginning of the meeting
the president has started the activity of the meeting giving greetings to all
who are present. The meeting has been informed on that, for the increasing
operational benefits including making sure up and down of the full loaded
expanded airs in the Cox's Bazaar airport the project titled "Cox's Bazaar
Airport Runway Expansion (2nd Stage)". The estimated expenditure of this
project is 379271.10 (three thousands seven hundred ninety two crore seventy
one lakhs ten thousands) taka and the time period has been specified January,
2019 AD June, 2021 AD.
2.2 Under this project the
constructed benefits are- from the runway of the airport of 9000 feet to 12000
feet to be developed, prescription approach cat- 1 lighting system
establishment, drainage system construction, preservation work of restriction
wall, construction of road on the asylum taken restriction area, boundary wall
and security fencing etc. There is to be mentioned that, Honorable Prime
Minister promised as the priority project for the purpose to develop use
appropriate international standard airport to have expanded air commute in the
Cox's Bazaar airport a project is in continuous which is titled "Cox's
Bazaar Airport Development Project (1st Stage)". Under the project to
develop the existing runway of its length from 6775 feet to 9000 feet and width
from 120 feet to 200 feet, increasing capacity of the runway, airfield lighting
system construction, fire lighting vehicle purchasing, communication machines
such as ILS, DVOR- DME etc construction including construction of the related
works is getting accomplished. Under this project airport related almost all of
the activities are near to be accomplished.
2.3 The meeting has been informed
on that, the expenditure of the project as per PWD rate schedule 2018 has been
projected. The president as has wanted to know about any problems regarding the
land of the project the representative of Bechik has informed on that, the
project mainly to the Maheshkhali channel will be implemented so there has no
any problems regarding lands. The time duration to implement the project to
have been specified regarding that in the meeting has been discussed. In that
situation president has given consultation to specify the validity of the
project period from January, 2019 to December, 2021 AD. Bechik chairman under
this project fire lighting vehicle inclusive is needed regarding as has
mentioned the subject president has become agreed.
03. After The Detail Discussion
The Decisions Have Been Taken As Mentioned In Below-
A) The time duration of the
project has been specified from January, 2019 AD to December, 2021 AD.
B) Fire lighting vehicle will
have to be included in the project DPP.
C) The information related to DPP
certification and MTBF will have to be included.
D) As per above mentioned
decisions the re construction DPP will have to be sent urgent to the ministry.
04. Then as there has no more
discussion the president by giving thanks to all in present has declared the
meeting to be ended.

As
per above mentioned subject and reference there is informing on that, for the
purpose to expand and develop in international of Cox's Bazaar airport the
project has been taken in titled "Cox's Bazaar Airport Development (1st
Stage)- (2nd Amended)" by the Bangladesh Civil Aviation Authority. To
implement the project the damaged landless families to have rehabilitation
beside Cox' Bazaar district Sadar upazilla in Bakkhali river and Maheshkhali
channel in Kharuschool mouza in asylum no- 2 the project is getting
implemented. Under the project beside Maheshkhali coastal area and in the
coastal areas Bashkhali river with sloop protection construction of restriction
wall, canal reconstruction, construction of regulator and filling up soil with
land development other activities ar getting implemented by Bangladesh Water
Development Board.

Last dated 22/11/2016 AD in presence of the Honorable prime Minister in the
Prime Minister Office under the Civil Aviation Authority a brief discussion
meeting was hold regarding the project which is implementing under the Cox's
Bazaar Airport Development Project, to expand the runway of Cox's Bazaar
project (2nd Stage), Radar construction etc regarding the project. In the
meeting Honorable Prime Minister at the time of construction works of runway
expansion of Cox's Bazaar Airport in the show places of sketch map (copy is
attached) the shown land to remove the orders have been given to take necessary
steps. In that situation as per the instruction of the Honorable Prime Minister
to the land shown in th sketch map for taking necessary steps last dated
29/10/2017 AD Water resource Ministry is sent letters. In that situation under
the Water resource Ministry Bangladesh Water Development Board to increase
renew of canal and different rivers to prevent the braking of rivers and for
providing a water giving facilities as per sketch map the approved necessary
length the dredging works are going on. On the other hand through dredging
making the renewed to make appropriate for having commute of water
transportation the work segregated lands removing BIWTA or in equal any other
organizations is used to be constructed. With the above mentioned construction
works as there has any relation with Bapauba so in the edge of Maheshkhali
channel the work to remove the shown land or through any other organizations
for the purpose of implementation taking necessary steps regarding has been
informed.

In that situation, For the appropriate implementation of the project titled
"Cox's Bazaar Airport Development (1st Stage) (2nd Amended)" the land
as has shown in the edge of Maheshkhali Channel in Maheshkhali as per
instruction for taking necessary steps there has been requested.
